The tempo term is not Brahms'. This view does not seem to have been shared by other editors, none of whom add a tempo term (the tempo term is not Brahms'). Schnabel, the only other editor to provide a metronome mark here (only in the piano part) gives it the same as the opening of the movement, although he provides a faster one where the violin enters.

A user has crossed out the 3 for the harmonic here, presumably substituting 4.
