By isolating the first and ninth notes in the bar, David is able to give them prominence with swift, strong down bows (the autograph ms shows two slurs of eight and four notes).

It seems likely David intended to extend the slur to include the C, as in bar 3, other wise the direction "talon" makes no sense. The intended bowing is shown much more clearly in the parallel passage at the top of page 11.

In Bach's autograph, the slur extends over 7, not 8 notes, (and in bar 4, the slur is of 3 notes duration).
